have recntly redone my engine and put a new carburetor but it is burning rich n doesnt go more than 4rpm

engine done recently and purchased a new carburetor but it burns rich and is doing on a 100rand of petrol a 100km

float level right? choke working right? enrichment circuit working properly? air cleaner not restricted?
