1988 Toyota 4Runner Crank - No start

Bought vehicle from co-worker. Know vehicle and a 8 yr history. Leaking head gasket, known. Vehicle sat for 1.5 years, mine now.
Drained tank. New gas. No power to pump in tank. Pulled pump and jumped at battery, works. Key on, no power to pump.
Good battery. All attempts to start assisted with battery charger.
At this writing, have not checked for spark. Had to pull plugs on driver side to blow anti freeze, head gasket.
Can apply power to pump.
If I do not have spark;
Is it an indication of bad ECU, or relay (can't remember name) (MAIN CIRCUIT RELAY?).
Can it be both?

Of all the information I can obtain, either online (Mitchell's, Alldata, or Hayne's manual), none give me directions to test "main circuit relay". None give me directions on how to test outputs of ECU.
Have AC/DC meters and 12v cicuit tester device.

Would like to have current motor running before I replace with reman.

Since I am in a discussion with REAL technicians, who would you recommend for a remanufactured engine replacement supplier? Other than Jasper (expense)

If there is no spark, it could be a few things. However, if you have to blow out coolant from the cylinders, you need to get that fixed before doing other things.

Yes, understood, head gasket situation. So, it smokes. Just want a 5 min. Run.
Would like to have current motor run, before replacement with reman.
Prefer to have no start situation done before motor pull. Have been able to run motor with starter fluid. Still no fuel feed.
Going old school and without any scan ability on a 26 yr old vehicle, all I have is either bad ECU or "relay cut-out" relay. A either-or situation.

Was told by previous owner that I should look at switch connection that is involved with fiberglass cap removal. If contact switch is not making proper connection, then symptoms will be similar, no start.
