My 1988 oldsmobile cutlass calais 3.0 V6 has a code 13. How do you test for an open circuit in the oxygen circuit?

It's not necessarily an open circuit. It's just reading below 500mv for too long. That could also mean a severe lean mixture. You will have to use a DVOM to measure voltage right at the sensor but it would make more sense to just replace the sensor and clear to code to see if you still have a problem.
