1988 Ford Tempo 4 Cylinder Engine Push Clutch Start Put Gear Get Acts Neutral

I have a 1988 Ford Tempo with a 4 cylinder engine in it and i push in the clutch to start it and then i go to put it in gear to get it going and it acts like its in neutral and the engine just revs. then with the engine still running i can shift through the gears with it still acting like its in neutral without pushing in the clutch. whats wrong with the car?

have the clutch and hydraulics checked , it may be out of adjustment as well but sounds like it needs a clutch
