Common problem is the neutral safety switch. It's on the left front corner of the transmission and has a three-wire plug. Unplug it and jump the two outer wires with a piece of wire or stretched out paper clip. Turn on the ignition switch. If the backup lights turn on, replace the switch.

If you buy a new one be sure to get a new metal gasket with it. If you find a good used one the gasket will be stuck to it. You should be able to get away with reusing it. The fluid behind the switch is not under pressure.
