Why is my coolant temp getting as high as 260 degrees when I am at a red light ?

Driving on the freeway my coolant temp says as low as 190 degrees but as soon as I stop it steady climbs back to over 240 degrees. My low coolant light comes on then goes off. The coolant level is HIGH ! It is not low and none is leaking ever. I decided not to drive the car since this happened.

check the cooling fan to make sure it is working.
