fuel pumps

1988 chev celebrity 2.8 auto ,have replaced fuel pump 3 times in a month ,also the map sencor ,have 9.8 volts at the pump .engine cranks but the pump wont run.all pumps have been new.

what is the pressure?? did you check the ground side for corrosion?? could be the reason for low voltage.
