Chevy Camaro 1988 water not circulating

i've installed a brand new water pump to my chev camaro 305 litre tbi engine when i pulled out the drain plug from the pump after approx 1500 miles i found the drain plug with rust thick on it , i prusume water should be circulating ion the pump
