Upon take off the car is suddenly sluggish and after it engages 3rd gear

A few seconds later it has a sudden burst of speed hot or cold its the same its as if extra petrol fills in & its like a sudden boost of power .also its sounds like its battling to change on top gears.

Its sounds like the throttle pressure cable or vacuum modulator is not working
