I recently bought a 1988 bmw 528e. When the brakes are applied there seems to be a shaking in the front right. I know the first thought would be a bent rotor, but I also feel like it may be a tied rod issue. How can I find out which part is the problem?

if the issue is the rotor will I need any special tools?

There is also the thrust arm bushings that cause the issue you report, the repair of which requires tools and a place to repair the car. The inspection of the front end is easier on a lift.

A reasonable repair facility will safety check the car, let them guide you through the diagnosis process.
