problem with rear passenger side lights

My rear light tail lights do not work. additionally, my instrument panel which houses the speedometer does not light up. The bulb failure alert light is illuminated.

I replaced the entire passenger side rear light assembly, which fixed the problem for several months, but now it has recurred. I have checked all the bulbs in the assembly, and they seem OK. I have replaced the fuse, to no effect. The brake lights work and the turn signal works.

Could this be a problem with the bulb failure warning relay?

Or is this more likely a problem with a wiring ground somewhere?
