Hard to steer on a 1987 Volvo 240 DL

I'm having trouble steering a 1987 volvo 240 dl. The car sat for about a year, before hand it drove fine, now it steers extremely hard, making it undrivable down the road. Checked powersteering fluid and that was fine.

Jack up front wheels off ground does it steer easier?

I replaced the power steering pump today, which made it a little easier to turn, but still turning hard. When I turn the wheel it just doesn't want to move, and it feels like it hits harder spots as it is turning. I wasn't able to jack it up yet to see if that effected it.

I jacked it up and the hard steering goes away. What is the issue then?
