1987 Toyota Pickup Brake Pedal Pumps Tight Sits Couple Seconds Loses Pressure

Brake pedal pumps up tight, but when the brake pedal sits for a couple seconds it loses pressure and drops all the way to floor. I've replaced master cylinder, bleed the brakes (with and with out truck running) and still having the same problem. how do i fix it?
