1987 Toyota Cressida sputtering and loss of power

I have changed the fuel filter and cleaned the distributor cap and rotor , even checked the plugs and wires and still when I put it in gear it sputters and has extreme loss of power . After a little bit it catches or something and then runs smooth .

Is the fuel pump pressure within the manufacturer's specs? Has the check engine light come on?

The check engine light does not come on.
