1987 Mitsubishi Mighty Max T Seem Get Idle Down Lower Turned Screw Counter

I can't seem to get the idle down lower. I turned the idle screw counter clockwise till it almost get unscrewed but idle still too high approx 850 rpm. what can I do to lower the idle to 550 rpm

What is this? Carb-Try adjusting the initial setting of the choke/fast idle cam-also clean out the throttle plate-also look for a vacuum leak -ignition timing could be a little off-check it
