Why do in the mornings my car is hard to start.

I have to turn the ignition on and off many times before my engine starts.
After it starts the engine runs sluggish for about 45 to 60 seconds and start run sort of normal. But once the engine reach warm up temp the engine runs great. It only happen when the engine is cold. Is there help for this condition
