What causes the engine to bog down and shake like it wants to die after you let off the gas

Just bout the car and it has some minor problems but would the mufflers being clogged up and have holes in them cause the motor to bog down when you let off the accelarator

Check the catalytic converter if its clogged-up, EGR valve and throttle position sensor-
