The outside rims of the front tires have been wearing excessively and I know it's because the wheels appear to be toed in. My repair man did not think that this could not be repaired properly and recommended I not spend any more on the car. It does have some other problems. Do you think the wheels cannot be repaired?

Go get a wheel alignment done, this will be adjustable.
