1987 Dodge Ramcharger Start Truck Gas Starts Leaking Throttle Plate Stalls

When i start truck gas starts leaking from throttle plate.. Truck then stalls and doesn't turn on. Id tried starting it on again. The throttle plate does not move anymore and gas is leaking from side of carburetor not sure.

needle and seat are stuck and too much fuel is in the carb. it has to come off for a re build
