1987 Dodge Ram Truck Losing Power Done Tune Changeing Plugs Wires Air Filter

My truck is losing power we have done a tune up changeing all plugs and wires and air filter. We do have a hole in the exhaust. We have done a oil change also. we still have no power I can only go 40 mph in fourth gear. I am not sure what to look at next.

check fuel pressure and check vacuum at idle if 15' or under suspect a aclogged oconverter.
