looking to buy a 1987 chrysler new yorker heater is blowing cold air. both lines to the heater core are hot. fan blows on all levels and all areas. activaited the vaccuum valve by hand, no change. thermostat and radiator have been replaced. what could be the problem

Check if the air blend door if its actuated to the heat position
