When giving it gas, i changed spark plugs replaced vacuum lines, changed the fuel filter, fuel pressure regulator?

The dealer said the fuel pump had been changed buried hear a whining noise coming from inside twareds the back where thefuel pump is located

did you test fuel pressure? replacement pumps some times dont last that long.
