My 1986 mercury grand marquis, would this be a brake pressure differential valve causing the problem? rear brakes grabbing when stopping

Could be or it could be the brakes are improperly adjusted.

Check the wheel cylinders, they may be contaminated and not allowing the shoes to retract.
