My brake lights burn you can see them when you take covers off but with the covers on you can't see them??

That is not clear at all. Do you mean the bulbs are melting, as in the plastic bases? Do you mean the lenses are cloudy or blocking the light? The bulbs are lighting up but they're too dim? If that's the case, are they lighting up when you press the brake pedal or at some other time?
