could the harmonic balancer cause my 86 cadillac fleetwood bougham to make lound sqeaking noise while running or bad pulley or bad belt

Yes, any of those things can cause that noise. You can determine if it's the belt by getting a spray bottle and misting water onto the belt. If the noise immediately disappears, blame the belt.
