1986 Buick Electra Overdrive Speeds 55 70 Vehicle Shifts Down Rapidly Chugging

When in overdrive at speeds of 55-70 vehicle shifts up and down rapidly(chugging like effect)when put manually into drive this does not occur.What causes this and how do i correct the problem.

the torque converter is either worn out or has a bad solenoid.

how hard is it to replace the solenoid and how can you tell if it is the torque converter or the solenoid.thank you.
