1986 BMW 528e crankshaft will not rotate

After replacing an old timing belt, water pump,etc i was to align the TDC marks and rotate the crankshaft 2 revolutions. But crankshaft wont budge. Removed everything this morning but crankshaft can not be rotated. What should the next step be?

Did old belt break while driving? if no did you set marks at TDC before removing old Tbelt? you do know engine is an interference ie. MUST not rotate crank without Tbelt in proper position.
