85 Vanagon. Brake pedal goes to floor. Brake fluid was low. Added fluid & bled brake system. No change. What now?

What about the brake booster? How do I tell if it's still good?

Engine off, pump brake a few times hold it in then start it up the pedal should sink a little if its good
