Where is a pontiac 6000 le transmissions drain plug?

There is no drain plug. The trans is drained when the pan is removed. When you do it, loosten all bolts aprox 1/4" from pan. Then select a corner or the pan and remove the bolts completely. Pry down on the pan at that point so the fluid runs out on that side only and not everywhere.

By me changing the transmission filter will that make the car shift good and get up over 40 miles an hour cause right now it gets Hung in one gear it seems like when on the highway

Chances are no. If it is staying in one gear, it sounds like it is in limp mode. Has the check engine light come on?
