Where do I start to look for a fix?

I recently purchased this car that had been sitting for two years. I started doing basic maint.as it drove rough. One day I heard a sizzle and pop when I tried to use the turn signal and the signals would not work. The next day I drove it, filled it with gas and parked and when I went to start it it would not turn over. I have two trains of thought... A master something under the steering column or ??? I just changed the fuel filter the week before...
