Would it affect my driving if I took my smoke pump off?

Federal law requires it not be tampered with but unless you have to go through inspection, you likely won't be caught. If your state has emissions inspections, you will fail though.

There's nothing to remove. If the pump has a belt you can remove it, otherwise leave it alone. That valve has to stay in place. It's won't hurt anything.
