1985 Chevrolet Truck Heater Controls Stuck On Floor Matter You Does Switch

The heater controls are stuck on floor. No matter what you do it does switch to defrost/vent or nothing. I pulled dash apart and everything appears to be working but obviously something isnt. Any ideas?

it is vacuum controlled. make sure there is source vacuum to the control head.
