can a machine shop get a brokin harden steel drill bit out of the block of a 350 sbc

broke a bolt in the block and was gonna tap and die it but the drill bit broke inside the the bolt.

Why did the bolt break was it over tightened or cross threaded?Did it break flush to the hole or below the threads?A machine shop could probably get the bolt out.
