When rep;acing the park shoes with the adjustments all in the shoes are too big and the drum will not go on. What is the best way to solve this

Check if the parking brake cables are fully released or are stuck in the partially-applied position. The shoes must be touching the anchors on top and bottom and there should be a little free play between the shoes and strut bar between them.
