My car has failed safety inspection, because the mechanic said, when you start the car without engaging the clutch and in gear, your car should stall. However it doesn't stall, instead it will engage to first gear and propel the car forward. To my knowledge I am not sure if this car ever had this problem, for I have always pressed the clutch in when starting the vehicle. I have done some research and some articles have pointed me to replacing the clutch safety switch, which I have, but I still have the same problem.
Is it normal for a BMW 1985 325e (325e wasn't a option) come standard with the feature to stall without the clutch engaged?

It came with a safety system to prevent the car from starting without the clutch pressed in. However, once the engine starts, that no longer is engaged and the engine shouldn't stall. Tell me this, if the clutch isn't pressed, will the engine start? It shouldn't. If that is the case, then he is correct. However, once the engine is running, it will not shut down if the clutch isn't depressed. That would make no sense.
