water level water temp & fuel gauges quit voltage stabilizer reads 12v book specs 9.5v -10v shouldn`t they read too high rather then not at all

The charging system is not functioning correctly and the gauges not working indicates it could be a blown fuse somewhere.

If the voltage stabilizer is not dropping voltage for the gauges, then
the stabilizer is bad.
Does everything else in the dash work?
Bad contacts on the "printed circuit" harness plug can cause issues. Also make sure that all the little nuts on the back of the instrument
cluster are nice and tight against the printed circuit.
