The wrangler had a hole in an old rusted gas tank and a new tank, fuel pump and internals where put in (it is all contained in the fuel tank). The car had run previously but has since sat for 3 or so years. I had replaced the fuel filter to see if it was the problem but no use. When engine starter is sprayed in the carburetor the engine turns over. When I check the fuel line fuel is pumped through. What do you think may be the problem?

Maintenance was completed and an engine rebuild was done 20k miles previously.
