1984 GMC C1500 E brake

When I pull the brake realase cable it comes up but on the guages the light stays on and one of my brakes don't want to move and I heard a pop noise do I need to replace the whole axle or just replace the whole brake drum

There's three things that can turn the red brake warning light on. Pull the parking brake pedal all the way up by hand. If the light goes off, a parking brake cable is broken, stretched, or out-of-adjustment. If the light stays on, check the fluid level in the master cylinder. If it's low, just add enough to turn the light off. Never fill it to the top without investigating the reason it's low first.

What do you mean by "one of my brakes don't want to move". Do you mean the brake doesn't apply? That wheel is locked up and won't turn?
