The only info I am find is as follows:

20: RAP enable circuit (circuit shorted to battery)

What RAP stands for is Retained Accessory Power. This is what allows the windows, radio. To continue working for a short period after the vehicle is turned off. From what I read, the circuit could be shorted to power which will cause the fuse to blow.
