1983 Volkswagen Rabbit poor driveability

Rough idle. Part throttle cruise jerky. Put foot in it and eventually clears up and pulls well. Rpm and roadsters make no difference. Plugs not new but very clean like running lean. Fuel pump and filter new. Blew lines out. New ignition module, cap and rotor and wires. Sometimes on decel, jerking can get violent. On initial startup run decent for about 1 min then starts foolishness.

Have your mass air flow meter tested .

CIS or carburetor... probably CIS. What's control pressure cold & warm, what's system pressure?

Frequency valve on the side of the fuel distributor? If yes, what's the dwell that it is set at?
