83 Toyota land cruiser carb flooding

83 toyota land cruiser carb flooding. Rebuilt it and the same. Truck sat for a while. Blew back fuel return line from fuel pump. Reset float level 3x to make sure. Took gas cap off to vent.

Recheck the float. If it is the white plastic type, most probably the float is bad as fuel has gotten into the float making it not stable. If the float is the black type, you need to recheck the float valve needle for proper seating.

Float is soldered type, and has new needle and seat. Fuel pours into canister from carb

You mean the charcoal cannister? If that is the case, you have a problem with the carb. The canister only works dry and the circuit to it should be fumes and not raw fuel. Something has not been installed correctly.
