I have a 1983 Mercedes-Benz 300SD, I have installed a new battery, and I cannot get the car to turn over. Is there a possibility that the starter is locked up on it? Or should I be looking somewhere else?

Are you sure that the battery is fully charged? if so you may have a faulty transmission isolator switch, this device located on the side of the transmission at the selector stops power to the starter with the transmission in drive or reverse, so you can't start it in gear.
