1983 Cadillac Deville i need help

Good evening, I need help solving a problem with my car, I noticed that the control of cruiser speed does not work, either the air conditioning, not the parking brake as I release it manually, I actually run the self-diagnosis but does not indicate any failure in these functions. Wanted to know if whether these failures have any relationship with the vacuum pump because my car is not working and must be replaced. The vacuum pump is required for the above functions?

yes a vacuum pump would be required to these systems as the a/c and cruise all run off of vacuum and electric

I understand, I change the vacuum pump with a new one, and it should work again .Many thanks for the help
