engine runs bad in cold weather

1982 vw rabbit running terrible in the cold weather. It seems to run better when the temp is above 30. I think it may be a sensor?

CIS Fuel Injection? Could be a Warm-Up Regulator issue.

Does the engine have an O2 sensor? Then it would be a CIS-Lambda System, in which case there is a Sensor that needs to be checked.

If you don't know what the system is or if you don't know if you have an O2 sensor.... take a picture of your air filter box / housing so that
I can see which CIS System you have.

If the car has a carburetor... Ignore the above.
