1982 Holden Rodeo engine rev by itself

After the engine is warm and driven for 20 mins engine revs high and when stopped at lights in neutral or 1st gear engine begin to rev up and down by itself. I have found that if I "ride" balance the clutch it eliminate the rev up and down but still revs high.

Is this vehicle fuel injected or does it have a carb?

I suspect there is either a vacuum leak or the idle air control valve (IAC and mounted to the throttle body) is the problem. Check for leaks first. If none are found, then the IAC is what I suspect.
