Please help me figure out why the front brakes on a 1982 Ford F-250 are still not working?

Truck did not stop when brakes were pressed. When repair work was done- Calipers were rusted and looked to never been engaged. Replaced Calipers- snugged them up. Bled brake lines. Brake pedal still seemed low. Brakes still do not seem to engage until/unless brake pedal is hit hard to the floor. Why?

Have you checked the master cylinder? When bleeding, was fluid coming out of the caliper?
