Have battery power, but starter won't turn. Is it a simple remove and replace fix?

My 1981 FJ60 won't start. I have battery power, but the starter won't turn over. Is the starter something that is readily accessible and can easily removed and replaced by the average car owner? I replaced the starter a little over a year ago. Is there an exterior solenoid or other component that might have failed separater from the actual starter motor that I should check first?
