1981 Pontiac Trans Turbo 4 9 Idle Solenoid Doesnt Seem Down Way Does This

I have a 1981 trans am turbo 4.9....my idle solenoid doesnt seem to go down all the way and it does this short clicky up and down motion...I took it apart and it's fine on the inside....what else should I look for..?????

it is controlled by the ecm. it kicks up with the ac on and when the power steering loads up the motor.

you need to check connections and it would help to monitor with a scan tool. a shop in business for a long time would have the correct scanner to monitor.
