I have a 1980 toyota land cruiser that has an air pump or smog pump that has been disconnected, but the pulley attached to it is still being used by the belt running to the water pump. The pulley has locked up. Can I unlock it?

I doubt it. you will have to remove the shell and see if there is a smaller belt that will still run the acessories. take it to a shop and have them look at it and give you a bid.
