1980 Toyota Celica faled smog

faled on the Co,s the max was to high on low rpm and on high rpm what could be causeing this problem i put new plugs wires cap & rotor also changed oil & filter and air filter .pvc valve . just replaced timming chane and gears new head gasget and it still wont pass smog test .

take it for a drive about 20 miles on freeway then get retested, it may pass then. Otherwise it may be a carb problem
